3 MW CHP for Paper Mill

Cellu Tissue Holdings, now a subsidiary of Clearwater Paper Corporation, needed to reduce energy costs and remain competitive globally. PIDC constructed a natural-gas fired CHP cogeneration plant in 4,500 sf of the existing West Warehouse. A new warehouse addition was included as part of the project. We also provided design, engineering, construction management and commissioning services for the nominal-output internal combustion (IC) engine/generator.

Project highlights include:

  • Installation of a high voltage electrical interconnect, approved by Connecticut Light and Power (CL&P), to isolate plant power generation from the grid. The interconnect allows Cellu Tissue to draw electricity from CL&P in the event of either power loss or excess demands.
  • A new Heat Recovery Steam Generator (HRSG) to capture heat from the exhaust of the IC engine, which generates 125 psig saturated steam.
  • Emission control devices to satisfy state requirements in accordance with the CTDEP-issued Air Permit.
  • A sound compliance study to meet city ordinance and ensure proper design of interior walls, roofing systems, acoustical louvers, specialty intake/exhaust fans and exhaust silencer.
  • Recycling/reuse of cooling water from the engine jacket and lube oil to heat both plant makeup water and mill process water — relegating existing boilers to a standby/backup role.

Cellu Tissue Holdings, a subsidiary of Clearwater Paper Corporation, is a manufacturer/converter of specialty paper and foam products for the personal, healthcare and niche markets. Its paper mill along the Hockanum River in East Hartford has been in operation for over 300 years.
